When Justin Fulcher joined the U.S. Department of Defense as a Senior Advisor to the Secretary of Defense in early 2025, he was not there to attend meetings. His work centered on two interlocking problems: how to make the department’s acquisition process faster and more functional, and how to position the United States to keep pace with technological development in the Indo-Pacific region.
Acquisition Reform as Operational Priority
Defense procurement has long struggled with timelines that stretch far beyond what modern technology development cycles allow. By the time a software system cleared approval processes, it was often already outdated. Fulcher contributed to reforms that helped reduce procurement timelines from years to months, a shift that had direct implications not just for efficiency but for the department’s ability to deploy modern capabilities when they were actually modern.
His role also included participation in international strategic dialogues. He traveled with senior officials to engagements in the Indo-Pacific region, where conversations about technology adoption, supply chain dependencies, and security cooperation among allied nations were directly relevant to his domestic advisory work. The combination of procurement reform and international engagement gave him a fuller picture of where institutional friction was costing the United States ground in a competitive environment.
Preparation Rooted in Regulated Industries
The perspective Justin Fulcher brought to this work came from years spent in another regulated sector. He co-founded RingMD in 2013 at 21, building a telemedicine platform that connected patients and physicians across multiple Asian countries. The experience of navigating inconsistent infrastructure, varying regulatory requirements, and constrained resources prepared him to think clearly about the same types of friction in government contexts. Forbes Asia recognized his healthcare work in 2017, placing him on its 30 Under 30 list in Healthcare & Science.
He earned a Master’s in Nonproliferation and Terrorism Studies from the Middlebury Institute of International Studies in 2023 and is now pursuing a Doctorate in International Affairs at Johns Hopkins University’s School of Advanced International Studies. His current focus on defense technology innovation and supply chain resilience, particularly around rare-earth elements and critical materials, reflects a consistent pattern: finding the infrastructure problem underneath the policy problem and building toward a durable answer.
